CRIME

Recent successes include cases of fraud, money laundering, drugs, firearms, serious violence and sexual offences. Julia is increasingly involved in legally or factually complex criminal cases, and appeared for the Crown, as sole junior, in one of the first successful Crown Court cases to be brought under section 44 of the Mental Capacity Act 2005. She has been led by Queen's Counsel in high profile prosecutions involving cross-border investigations and receives instructions from CPS Special Crime and Counter-Terrorism Division, Organised Crime Division and Complex Casework Unit. She has also advised and provided written submissions on the interpretation of Council Directives and international treaties for the purposes of interpreting domestic criminal law, for example relating to immigration offences.

Julia has participated in training courses on the handling of vulnerable witnesses and use of intermediaries in criminal cases.

She has been appointed to the following advocate panels: Level 3 CPS General Crime Panel; CPS Rape Panel; and Serious Fraud Office C-List.

EXTRADITION AND MUTUAL LEGAL ASSISTANCE

In extradition proceedings, Julia acts for requesting States and defendants at first instance, but more often in appeals to the Administrative Court. She regularly advises on the merits of appeals to the Supreme Court, and has submitted written responses to applications to certify points of general public importance. She has successfully presented submissions on human rights, double jeopardy and abuse of process. Recent high profile defence cases include Arapi v. Court of First Instance, Genoa, which featured twice on Radio 4's Today Programme, involving an Italian murder conviction. She is currently instructed in proceedings emanating from an extradition request from the United Arab Emirates (under Part 2 of the 2003 Act).

Julia has undertaken training with Fair Trials International, in extradition and mutual legal assistance. In 2008, she spent six months seconded to the Extradition Unit of the Crown Prosecution Service.

PUBLIC LAW

Julia has appeared in judicial review proceedings relating to licensing. She has also advised on the merits of judicial review in a range of criminal, or criminally-related, proceedings, as well as in prison law.

PROFESSIONAL DISCIPLINARY AND REGULATION

Julia has appeared before the Nursing and Midwifery Council, General Medical Council, Health Professions Council and General Social Care Council. She was led by Andrew Colman in GMC v. Johnson, a fitness to practise case against the former Chairman of the BMA. She has also appeared before the High Court in professional disciplinary proceedings. In 2009 to 2010, she was seconded to the regulatory departments of Kingsley Napley LLP and then to Field Fisher Waterhouse LLP, both leaders in the field, where she gained extensive experience of proceedings before the General Social Care Council and the Health Professions Council (both at first instance and on appeal).  Julia has written lecture papers on judicial review and regulatory law, and has led advocacy training sessions in the field of professional discipline.
